The CUKR residence card is not a standard residence permit based on work, business, or studies. It is a special pathway for people with UKR status who meet specific requirements established for this procedure.
After receiving the card, a person transitions from UKR status to a temporary residence permit granted under special conditions, and the UKR status is cancelled. Along with it, the rights that were tied specifically to this status are also terminated.
At the same time, the card provides several important practical advantages. After receiving it, a person gains full access to the Polish labor market without the need for a separate work permit, can conduct business activities under the same principles as Polish citizens, and the period of stay based on CUKR begins to count toward obtaining the EU long-term resident permit (zezwolenie na pobyt rezydenta długoterminowego UE) in the future.
The time spent in Poland only under UKR status is currently not counted toward this period (for now, this is based on available information and discussions, and it is not yet a 100% confirmed legal norm).
HOW THE APPLICATION PROCESS WORKS
Applications for CUKR are submitted through the special MOS portal and are processed exclusively in electronic form.
This is an important detail: unlike standard procedures, there is no paper submission. Official materials from UdSC indicate that the application must be submitted online. If the application is correctly completed and all required documents are attached, the voivodeship office (urząd wojewódzki) usually invites the applicant to collect the finished residence card, not to submit documents in person.

This includes preparing a photo, paying the required fees, accessing the system via login.gov.pl, and having a valid electronic signature tool. Without these, it may be difficult to complete the application in the system. - Submitting the application through MOS
The applicant creates an account in the new MOS system, logs in, fills out the form, uploads files, signs the application electronically, and submits it online.
After successful submission, the applicant receives UPO (Official Submission Confirmation) from the system. - Case review by the voivode
According to the official UdSC FAQ, the residence card should be issued within up to 180 days from the date of submission. However, due to workload, the exact timeline may vary depending on the voivodeship. - Issuance of the residence card
Once approved, the applicant receives a temporary residence permit for 3 years. The validity period of the card is counted from the date of issuance (printing), not from the date when the applicant physically collects it.

CONDITIONS FOR APPLYING FOR A CUKR RESIDENCE CARD
Official materials from the Office for Foreigners (UdSC) indicate that an applicant must simultaneously meet several conditions:
- be a citizen of Ukraine or a family member of a Ukrainian citizen
- stay in Poland legally under temporary protection
- have UKR status as of June 4, 2025
- have UKR status on the day of application submission
- have continuous UKR status for at least 365 days

The entire procedure is connected with the new version of the MOS system. Even if a person previously had an account in the old system, the official UdSC website states that a new account must still be created for this application.

- qualified electronic signature
- podpis osobisty (personal electronic signature)
Another important point: submitting a CUKR application does not cancel UKR status while the case is being reviewed.
According to official explanations, after submitting the application a person may leave Poland, but for no longer than 30 days. This should be considered if travel is planned after submitting the application.
If the application for CUKR is submitted on time but is not processed before March 4, 2027, the official FAQ of the voivodeship office indicates that the applicant’s stay will still be considered legal until:
- the day the residence card is issued,
- the card is annulled due to failure to collect it on time, or
- the refusal or termination of the procedure becomes final.
WHY IT IS BETTER NOT TO DELAY
The main problem with CUKR cases is usually not the application itself, but mistakes at the very beginning.
A person may believe everything is in order, but later it turns out that:
- there was a break in UKR status,
- the required status was not active on the necessary date,
- data is missing in official registers, or
- there is no technical ability to sign and submit the application.
These are exactly the issues that should be checked before filling out the application, not on the day when the submission must be completed.
It is also important to remember that applications for the CUKR residence card must be submitted no later than March 4, 2027. After that date, this special pathway will no longer be available.
