What is consular registration?

Consular registration is the registration of a Ukrainian citizen with a Ukrainian diplomatic or consular office at the place of temporary or permanent residence abroad.

What are the benefits of consular registration?

Temporary consular registration may be relevant when temporarily importing into Ukraine one privately used vehicle registered abroad for up to 60 days in a calendar year, provided that all conditions of Article 380 of the Customs Code of Ukraine are met.

Registration also facilitates communication with the consular office, receipt of notices and assistance in emergency situations, as well as participation in electoral procedures abroad where provided by law.

Ukrainian resident citizens who are temporarily registered with a consular office abroad may temporarily import one privately used vehicle into Ukraine for up to 60 days in a calendar year, provided that the conditions set out in the article are met.

The person is registered, not the vehicle

A common misunderstanding is that the vehicle itself is registered with the consular office. It is not.

Consular registration applies to the Ukrainian citizen living abroad. The vehicle is not registered by the consular office. However, temporary consular registration of the vehicle's owner or authorised user may be relevant to temporary admission of the vehicle into Ukraine.

Temporary and permanent consular registration

There are two principal types of consular registration: temporary and permanent.

Temporary registration is intended for Ukrainian citizens who live in Poland temporarily on the basis of a residence card, visa or another document. It is generally granted for one year; its duration may depend on the residence document but may not exceed five years.

Permanent registration concerns citizens who have formally moved or remained abroad for permanent residence. It is a separate procedure with a different document set.

Who can use the SKILLDOCS service?

The service is intended for Ukrainian citizens living in Poland who need the application, consular registration card and supporting documents prepared correctly.

Is Reserve+ required for consular registration?

For Ukrainian male citizens aged 18–60, consular services may require verification of a valid electronic military registration document containing a QR code.

The document can be generated, among other methods, through Reserve+. This requirement does not apply to women, children or men outside the 18–60 age range. Statutory exceptions apply to certain consular services.

Processing time and consular fee

Standard processing of a temporary consular-registration application takes up to 10 working days. Urgent processing may take up to 5 working days.

The official consular fee is 18 EUR for standard processing and 36 EUR for urgent processing.

Frequently asked questions

Can I register with the consular office after my visa or residence card has expired?

The document confirming your right to stay in Poland should be valid on the filing date. When the right of stay has been extended by law, supporting evidence of that extension should be included.

My visa expires in two months. For how long will temporary consular registration be granted?

Temporary consular registration is generally granted for one year. Its duration may be linked to the document confirming residence abroad, but it may not exceed five years.

Can I register with the consular office solely on the basis of visa-free entry?

Visa-free entry alone is generally insufficient. You must demonstrate legal residence or stay in Poland using a document accepted by the competent consular office.

How many days may I stay in Ukraine with a vehicle bearing Polish registration plates?

Subject to the conditions in Article 380 of the Customs Code of Ukraine, a Ukrainian resident citizen temporarily registered with a consular office abroad may temporarily import one privately used vehicle for up to 60 days in a calendar year.

May the 60-day allowance be used in several trips?

Yes. The allowance may be used during one or several trips. The total number of days for which the vehicle remains in Ukraine during the calendar year must be counted.

Can consular registration be completed using a Polish residence card?

Yes. A valid residence card may confirm the right to live in Poland. The exact registration period is determined in light of the residence document and the requirements of the consular office.

What is the difference between temporary and permanent consular registration?

Temporary registration is intended for Ukrainian citizens who live abroad temporarily. Permanent registration applies to people who have formally moved or remained abroad for permanent residence and follows a separate procedure.
