What is PESEL?
PESEL is an individual 11-digit number used to identify a person in Polish public registers and official procedures.
When a foreign national registers residence in Poland for a period exceeding 30 days, PESEL is assigned automatically. When registered residence is not available but a public authority requires PESEL or the number is needed for a specific procedure, an application can be filed at any municipality office.
PESEL is used, among other things, for taxes, ZUS, banking, insurance, medical services, vehicle registration, business registration and setting up Profil Zaufany.

What is PESEL used for?
PESEL is the principal identification number used in many tax, social-security, banking and administrative procedures.
It is most commonly required in the following situations:
Who can obtain a PESEL number?
A foreign national may receive PESEL automatically when registering residence for more than 30 days or may apply for it when residence cannot be registered but the number is required for a specific official matter.
The applicant must prepare the application, an identity document and the actual legal basis demonstrating why PESEL is required.
Where can a PESEL number be obtained?
When you do not have registered residence, the PESEL application may be filed at any municipality office, including an urząd dzielnicy in Warsaw.
Most citizens of countries outside the EU, EFTA and Switzerland, and outside the relevant United Kingdom categories, must appear in person. The public service is free of charge.
How can a PESEL number be obtained?
PESEL can be obtained in two principal ways:
1. Automatically when registering residence. When a foreign national registers residence in Poland for more than 30 days, the municipal office assigns PESEL.
2. By application without registered residence. When residence cannot be registered but PESEL is required for a specific official procedure, the applicant files the form, presents an identity document and states the actual legal basis.
If ZUS, the tax office or another institution requires PESEL, it should also identify the legal provision creating that requirement. We review the circumstances, prepare the application and assist with filing.
PESEL for taxes and employment
A PESEL number may be required for tax identification, PIT, ZUS, employment and dealings with Polish authorities. The application must state the actual legal provision under which the particular institution requires PESEL.

The municipal employee accepts a properly completed application during the visit. When the legal basis for assigning the number is established, the applicant receives confirmation that PESEL has been assigned.
In many cases, the result is available on the same day. The procedure takes longer when the office must clarify the legal basis or request additional documents.

PESEL is obtained officially through a Polish urząd gminy or urząd dzielnicy. We do not promise a remote procedure when the law requires the applicant to appear in person.
We verify the legal basis, complete the application, review the identity document and assist the client at the municipal office. Lack of registered residence does not prevent filing when there is a genuine official need for PESEL.
Automatic assignment of PESEL when registering residence
When a foreign national registers residence in Poland for more than 30 days, PESEL is assigned automatically. This is the simplest official route.
To register residence, the person applies to the urząd gminy or urząd dzielnicy for the residential address and presents an identity document, proof of legal stay and evidence of the right to live at the address, such as a tenancy agreement or the owner’s consent.
When PESEL register data must be updated
The PESEL number is assigned once. However, register data must be updated after a passport replacement, change of surname, discovery of an error or another change in personal data.
Passport replacement
After a passport is replaced, its details change. The PESEL register must be updated.
Change of surname
When personal data changes, the information in the PESEL register must be updated.
Incorrect data
When the register contains incorrect data, you must contact a municipal office and have the entry corrected.
The number itself does not change
The number is assigned once. After documents are replaced, the data is normally updated rather than the PESEL number itself.
PESEL UKR — a separate procedure
Ordinary PESEL and PESEL with UKR status are separate procedures. Ordinary PESEL is an identification number, whereas UKR status is connected with temporary protection for Ukrainian citizens.
Under the rules applicable in 2026, UKR status has been extended until 4 March 2027. A person previously registered without presenting a travel document must confirm identity using a valid passport at any municipality office by 31 August 2026.
Separate conditions apply to a person arriving in Poland because of the war and seeking new UKR status, including the filing deadline and presentation of a valid travel document.
