      Registration of Residence for an EU Citizen in Poland

      Registration of residence for an EU citizen in Poland is required if a citizen of the EU, EEA, or Switzerland plans to stay in Poland for longer than 3 months.

      This is not a karta pobytu intended for non-EU citizens.
      An EU citizen does not receive a standard temporary residence card. Instead, the procedure results in obtaining a zaświadczenie o zarejestrowaniu pobytu obywatela UE — a certificate confirming the registration of residence of an EU citizen.

      This document confirms that the EU citizen has officially registered their stay in Poland with the voivode. It may be required when dealing with government institutions, banks, employers, universities, and other organizations.

      When the application must be submitted

      If an EU, EEA, or Swiss citizen plans to stay in Poland for more than 3 months, they must register their residence with the voivode responsible for their place of residence.

      In practice, it is recommended to prepare the documents in advance and submit the application before the end of the first 3 months of stay in Poland. This helps avoid exceeding the safe period of stay and reduces the risk of a fine for failure to fulfill the residence registration obligation.

      A separate rule applies to EU citizens who came to Poland to search for work. In such cases, registration may not be required for up to 6 months if the person continues actively seeking employment and has realistic chances of finding a job.

      Who needs to register their residence in Poland

      Residence registration applies to citizens of:

      • European Union member states;
      • EEA/EFTA countries: Norway, Iceland, and Liechtenstein;
      • Switzerland;
      • in certain cases, United Kingdom citizens covered by the EU–UK Withdrawal Agreement.

      Most commonly, residence registration is completed by:

      1. EU citizens working in Poland;
      2. Entrepreneurs and business owners;
      3. Students and participants of vocational training programs;
      4. Spouses of Polish citizens, if they themselves are EU citizens;
      5. Family members of EU citizens who also hold citizenship of the EU, EEA, or Switzerland;
      6. EU citizens living in Poland using their own financial resources and having health insurance.

      If a family member of an EU citizen does not hold EU, EEA, or Swiss citizenship, a different procedure usually applies — karta pobytowa członka rodziny obywatela UE (residence card for a family member of an EU citizen).

      How the application process works in Warsaw

      In Warsaw, the application is submitted to the Wydział Spraw Cudzoziemców (Department for Foreigners' Affairs). The application form must be properly completed in Polish.

      The zaświadczenie o zarejestrowaniu pobytu obywatela UE confirms that an EU citizen has officially registered their residence in Poland.

      The document is valid for 10 years.
      When collecting the certificate, the applicant must present a valid passport or another document confirming identity and citizenship.

      The document may also be collected by a representative, but only if they have a special power of attorney authorizing the collection of the zaświadczenie.
