        WHAT YOU NEED TO KNOW ABOUT THE CUKR RESIDENCE CARD

        The CUKR residence permit is a special type of residence card for Ukrainian citizens and their family members holding PESEL UKR status. The application for the CUKR card is submitted only electronically via MOS 2.0.

        Application process

If some data is missing, MOS will not allow the application to be submitted, and you must first update your data at the municipal office (gmina) using a valid passport.

        3. Preparation of documents for MOS
        Next, digital documents are prepared for submission. A valid electronic identity method is required: Profil Zaufany, qualified electronic signature, or personal signature. Access to MOS is via login.gov.pl, and a new account is required for the updated system.

        4. Completing and submitting the application
        The applicant logs into MOS, fills in the form, attaches documents, signs the application electronically, and submits it online. After submission, the system generates UPO — official confirmation that the application has been received.

        5. System and office verification
        If register data is incomplete, MOS may block submission before sending. If everything is correct and attachments are complete, the case proceeds to review. In the simplified CUKR procedure, the applicant is not called for submission but may be contacted later only when the card is ready.

        6. Receiving the CUKR card
        Once the card is ready, the voivodeship office informs the applicant about collection. From the moment the card is issued, UKR status is replaced with CUKR status, and the person receives a 3-year temporary residence permit. If the card is not collected within 60 days, it is cancelled.

        Who the CUKR application is for

        What conditions must be met to apply for a CUKR residence card

        • have a valid PESEL UKR as of 4 June 2025;
        • have a valid PESEL UKR on the day the voivode issues the card;
        • have an uninterrupted UKR status for at least 365 days before submitting the application.

        If even one of these conditions is not met — the CUKR card will be refused. The UDSC additionally states that UKR status periods are not cumulative: if the status was interrupted, the continuous period starts counting again. It is also officially confirmed that having a job on the day of application is not a required condition for CUKR.

        What is important to know about the MOS application process

        The application for a karta pobytu CUKR is submitted only online via the MOS 2.0 system (not to be confused with the old system). Login is done via login.gov.pl, and old MOS accounts are not transferred, so after the launch of the new version a new system profile must be created. To sign the application, one of the allowed electronic signatures is required: Profil Zaufany, qualified electronic signature, or personal signature.

        After submitting the application, the applicant receives a UPO, which is a confirmation that the submission has been received by the system. However, UPO and a full confirmation of submission are not the same. After the application is verified by an office employee, a “zaświadczenie o złożeniu wniosku” appears in the system, which replaces the former passport stamp. The MOS system does not send a separate email confirming submission: the status simply appears as “przesłany”.

        Why it is better not to delay the CUKR application

        The main risk is not the CUKR card itself, but mistakes at the very beginning. A person may think they meet all requirements, but later it turns out that the PESEL UKR was interrupted, required data is missing from registers, there is no electronic signature, or the application procedure is misunderstood.

        According to official UDSC information, registers must contain correct applicant data, including basic personal information, valid passport details, fingerprints where required, and signature specimen where required. If the required data is missing, the system may block the submission.

        Important facts about the CUKR card to know in advance

        In simple terms, the karta pobytu CUKR is a special pathway for people with UKR status, different from a standard temporary residence card. For CUKR, you do not need to prove a residence purpose in the same way as for work, business, or studies. However, you must strictly meet the conditions defined by UDSC: valid PESEL UKR on the required dates and uninterrupted UKR status for at least 365 days.
